Iowa Schools Must Require Masking to Accommodate Students with Disabilities

 Iowa schools must require masking when necessary as a reasonable accommodation for students with disabilities, the 8th U.S. Circuit Court of Appeals at St. Louis ruled Tuesday.

The court cited the Rehabilitation Act Section 504 in its determination.

What’s more, Iowa statute currently allows masking when federal law requires it, the court ruled, American Civil Liberties Union of Iowa said in an explainer of the ruling.

State Attorneys General Split on Reinstating Obama’s Race-Based School Discipline Guidance

Attorneys general in more than half the states are starkly divided on how to view alleged racial disparities in school discipline, filing competing briefs in a Department of Education proceeding that drew nearly 2,700 comments.

Arizona led a coalition of 15 states to oppose the reinstatement of the Obama administration’s “disparate impact” guidance, which said statistical differences between the races in school discipline could serve as the basis for a federal civil rights investigation.

Michigan led an opposing coalition of 15 states to argue that the 2014 guidance should not only be reinstated, but expanded to include disparities in discipline by sex, sexual orientation, gender identity and disability.

Secretary of State Benson Adds 350,000 Appointments, Other Changes to Clear Backlog

Secretary of State Jocelyn Benson’s offices are adding 350,000 appointments, greeters at office doors to assist in scheduling visits, and priority service for residents needing a disability placard to clear a 13-month backlog during the COVID-19 pandemic.

“We were able to do this after discussions with our frontline workers who, concerned about the chatter here in Lansing to revert back to a broken ‘take a number and wait’ system, suggested ways they could work harder and faster to be able to handle more transactions efficiently and quickly,” Benson said at an in-person press conference. “It’s an extraordinary testament not just to their dedication to the department but their recognition that having residents schedule their visits ahead of time is a vastly superior way of doing business.”
